Coakley O’Neill Town Planning is an independent Cork-based town planning consultancy, established in February, 2010 by Dave Coakley and Aiden O’Neill.

The practice provides clients with planning solutions which best suit their needs. We and our Associates have extensive knowledge and practical expertise of planning issues at national, regional and local level across the public and private sectors.

Aiden qualified as a town planner from Queen’s University, Belfast in 1994, with the qualifications of BSc(Hons), PG Dip, MIPI, and has since worked in the public and private sector in the UK and Ireland. His initial experience was in various London regeneration bodies/Local Authorities, latterly the London Development Agency, where he was the principal officer on major mixed use brownfield land redevelopment projects in East and West London, including the Wembley Stadium and Environs Regeneration project. Aiden relocated to Cork, Ireland in early 2004, and was Director of RPS Planning and Environment overseeing a number of infrastructure, residential, retail and tourism projects. In February, 2010, he co-founded Coakley O’Neill Town Planning Ltd with Dave Coakley, and has since advised on commercial, infrastructural, residential, educational, retail and brownfield land redevelopment projects, including SID, LRD, SHD and arbitration cases, of varying scales across the country for a public and private sector client base.

Dave qualified as a town planner from the University of West England in 2005, and holds the qualifications of BA (Hons), MPhil, MTCP, MIPI, and has worked in the public and private sector in Cork since 2001. Dave has a particular expertise in the development planning process and has led on the preparation of Integrated Area Plans, Local Area Plans, including the North Docks Local Area Plan, and Action Area Plans , and planning policy advisor on internal Part 8 applications and part of the LOTS team and Part V Implementation Team while at Cork City Council. In private practice, Dave was the principal planner for the Cork Area Strategic Plan (CASP) update in 2008. He co-founded Coakley O’Neill Town Planning Ltd with Aiden O’Neill, and has since advised on commercial, infrastructural, energy, sporting, retail and brownfield land redevelopment projects, including SID, SHD and oral hearings, of varying scales, including strategic masterplanning, energy planning, waste infrastructure, residential development, policy submissions, initial planning appraisals, applications, appeals, enforcement, and advocacy work.

Alan graduated from University College Cork with a Masters in Planning and Sustainable Development (M.Plan) in 2021 and joined the company the same year, initially as a Planning Intern, then a Graduate Planner, and was then promoted to his current role as an Assistant Planner in April 2023. Alan has since supported the company in the delivery of a number of residential, commercial, industrial, retail, educational and sporting projects for clients across the Country. Alan has gained excellent experience in the preparation of Development Plan submissions, submissions of various types of planning applications, Section 5 Declarations, Site Appraisals, Feasibility Reports, and Planning Compliance. He has also provided inputs for Retail Impact Assessments and various types of First and Third Party appeals to An Bord Pleanála.

Graduate Planner

Rory qualified as a town planner from University College Cork in 2023 following the completion of his Masters in Planning and Sustainable Development, with the qualifications of BA(Hons), MPlan, MIPI. Rory joined Coakley O’Neill on completion of his Masters, and has since been working on projects across a range of sectors including commercial projects ranging from medical facilities, office developments and hospitality uses in addition to residential projects which include a number of Large Scale Residential Developments which are progressing to planning stages. Other projects include including Technical Assurances and Planning Exemption Toolkit reviews on behalf of Uisce Eireann and providing input on the Environmental Impact Assessment Reports prepared for Flood Relief Schemes at Castleconnell, Kilkee, Mountmellick and Carrickmines – Shanganagh.
